Deborah O. McKinnon Vice President Commercial/Multifamily

Deborah O. McKinnon is Vice President of Commercial/Multifamily for the Mortgage Bankers Association (MBA). She directs the department's day-to-day operations, including coordination of issues and policies, coordination of two major annual networking and educational conferences and other specialized forums, and marketing and communications for the department. She serves as the deputy to the senior vice president of commercial/multifamily and staffs the Mortgage Banking Committee.

McKinnon joined MBA in December 1998 as the Senior Director for Commercial Capital Markets. In this position, she worked closely with MBA lobbyists and regulatory staff to assess the impact of federal legislation and regulations on the secondary commercial real estate finance market. She also served as a staff representative to the Capital Consortium, a federation of trade associations formed to advance the flow of capital in the marketplace.

From 1987 to 1998, McKinnon was a member of the multifamily management team at Fannie Mae, where she held several key positions in the Multifamily Business Group. While at Fannie Mae, McKinnon was responsible for developing and implementing the Multifamily Delinquency System (MDS), an automated "early-warning system" for multifamily delinquencies.

Also at Fannie Mae, McKinnon directed real estate-owned (REO) management and disposition; authored the non-performing loan section of the Delegated Underwriting and Servicing (DUS) lender guide; and directed marketing/communications and special events for the multifamily business group. Previously, she was Director of Legal Services for the National Loan Service Center in Washington.

McKinnon earned a bachelor's degree in political science at Moravian College, Bethlehem, Pa., took part in graduate training at the University of Michigan and received her law degree from the Vermont Law School, where she graduated with honors in administrative law.
